tortoise not eating in new habitat

We put in new substrate, (from mulch to coconut fiber) and now our Russian tortoise isn't eating or using his tunnel. Should we swap back?

When have you changed the substrate ? Torts smell that there is something new in their enclosure and can react shy. Wait a few days and your tort should be eating again.
Can you show us some pics of the enclosure of your tortoise ?
