Well he is about two years old and doesn't seem to be growing much in his 30 gallon enclosure so I was thinking of building him a enclosure. Also thank you for the welcome!!Hi Nicholas and welcome to the Forum!
Before you go to the time, effort and expense of building an enclosure, you will need to read the information we have posted at the top of the Sulcata section. A sulcata small enough to live in an enclosure like that is small enough to need a covered enclosure. They don't grow well when kept in open-topped enclosures.
Yes your tortoise needs some major changes to his enclosure. You've got to get rid of that sand for startersAlso I do have a picture of my tortoise. Sadly it is pyramided and looks pretty bad, is it harming this turtle ?
Will the enclosure at the beginning of the thread be suitable ?Yes your tortoise needs some major changes to his enclosure. You've got to get rid of that sand for starters

Nicholas, please read this. Just click on this link and it will explain the best way to keep a sulcata. What is the best housing for a sulcata then? I want to build something I don't wanna go for a few thousand on a big glass enclosure. I was told glass wasn't good for tortoise because it gives them the idea that there reflection is a rival.
I'm from the us in in New Jersey, an outdoor enclosure would be way to cold and afraid he might die outside.Nicholas, please read this. Just click on this link and it will explain the best way to keep a sulcata.

The table you show is not a good idea for a sulcata. While smaller (under 8") they really do best in an enclosed space that is covered and will keep heat and humidity in. Your tortoise has suffered greatly from lack of proper heat and important humidity. My 2 year old sulcatas are normally at least 10 - 12" and outside full time by then. You can read on enclosed chambers, or look at posts by members who have used various ways to cover enclosures with a mini greenhouse type cover that will keep in humidity. What part of the country / world are you? Can you provide an outdoor enclosure?
