Shell peeling?

I've noticed for about 6 or seven months that it looks like he has dead skin peeling on his shell. Cheerio seems perfectly healthy other than that, is this normal? Anyone know what this might be?

I have had the same on my 10 year old sully, I took him to a vet who found no infection/bacteria and was then advised it was burning from his lights being to close? Hope that helps

LoL, that was a poor job of describing on my part, it looks like his shell has some kind of flaky dead stuff coming off. I've tried gently scrubbing it off with a clean tooth brush while he was in the bath, I got some of it off but not all. Is this a better description?
