One of my cherries has been having watery eyes and a bulging throats when it breathes,But s/he been active and eating. Am I being to paranoid or can it be a respiratory infection? The temps in the enclosure are from 78-87 and the humidity is in the high 90s.

In my experience, runny eyes come with lack of hydration in Redfoot.
Are you soaking?
The picture looks pretty normal to me.
The bulging throat is unusual. Though I don't see it in the photo. If those are indeed plastic plants in the enclosure, look really carefully to see if any of it is missing or chewed on. I've never been able to keep plastic plants with my tortoises.

It's normal to see the throat of baby tortoises bulge in and out when it breathes.
