Red Spot and Skin Flaking on Foot

My phone camera quality is really bad, I tried to take the best pics possible. But Shelly (russian) has a red spot by the ear and the skin around some of the toes looks strange to me. I tried to wipe off the spot but it didn't work. Shelly is eating and active. What could this be?

Do you keep Shelly indoors or outdoors? Maybe it's an insect (e.g. ant) bite... I don't see anything strange with toes skin, can you make a couple of closer photos (with a flashlight and without)?

What is your humidity? Do you soak him? Does he live alone or with other tortoises?

Mostly indoors,with some outdoor time. It's hard to tell with the feet because of the substrate on Shelly's foot but I will try and get more pics!

The skin/scales at the base of the foot look almost broken up. Also, on parts of Shelly's neck and around the ears there is a very slight pinkish/redish tint,but it does not show up well on camera

Sorry, but the resolution in the photos is so low that I cannot see the areas of concern well enough to make any meaningful comments.

Like instead of the skin wrapping around the base of the nail evenly,it looks like it is almost broken off of it, but I could be worrying about nothing

It does not look like a healthy situation around the nails. Also the red area on the neck is somewhat concerning. Have any of the nails fallen off completely?

Do you have a good exotics vet near you or do you think you would possibly take your tortoise to the UGA Vet School for a diagnosis?

My dad has taken Shelly to an exotic vet before, I will ask him to take her again
