I see that it's been a while with no response and I don't have any good news to give.
Is that him or her in the avatar photo and is that how he is housed?
What is he fed and what kind of light does he get? Any sunshine?
What is the temperature?

If your turtle is set up like the little turtle in the avatar picture, then that's your problem. The baby needs an aquarium, a heater, a dock and a light over the dock. If his eyes are closed most of the time, he's quite ill and you need to address your husbandry immediately. Here's a good care sheet for you to read:

You asked for help and advice when you got your turtle the beginning of August You were told you needed a proper setup and given links to care sheets. You posted again in September and had changed nothing and were told to provide a better setup with light and heat and again given care info. You still have changed nothing and your turtle is dying.

We can not do anything for you except give you advice as to how to care for your poor turtle.

YOU have to do something. It cannot live without warmer water and a basking lamp to heat itself up to digest food and fight off infections. It must have a source of UVB to build its bones and shell and grow it must have proper food. But you've been told this every time you've posted over 6 months now and still do nothing but ask again what to do.

Get you turtle the things it needs to survive or give your turtle to someone who will take care of it properly

Your turtle is suffering and it is dying!!!

You need something like a fish bowl. Any kind of container he can swim in. Hook a light over him after you build or buy a basking platform. The water needs to be kept about 80 degrees, So he's probably too cold. Feed him small pieces of cooked chicken, live nightcrawlers.
Well, Mark obviously knows more about your situation then I do. So it sounds to me like you are not changing what he told you to change, and that slider will die. End of story

1. Upgrade to a better aquarium. Assuming this poor turtle lives, he will outgrow that little aquarium. The aquarium should be:
75 gallon tank or larger, water 16-18 inches deep
The aquarium setup should have gravel substrate with a gentle sloped-up area to a basking spot with rocks.

2. Buy a lighting system and stand for the light. Here are links to the items to purchase:

3. Buy a temperature gauge:

And adjust lighting/stand height so that you follow these temperature guidelines:
The cool side of the enclosure should be 72 F and the basking spot should be 90 F

4. Feed it according to these guidelines:
They can be fed every other day. 15-30 minutes after feeding, remove the uneaten food from the aquarium. Feed a wide variety of foods including aquatic turtle food, dark leafy greens (such as kale, collard greens, and mustard greens), freeze dried shrimp, crickets, mealworms, and waxworms. Dust the food with a calcium supplement.

Here is a blend of freeze-dried stuff

You can buy the greens at any grocery store.

If you are unable to provide these things for your turtle, you should consider finding another home for it. It is very sick and in need of these essential things in order to live and thrive! Please do right by your pet.
