My niece found this tortoise in a park in Eureka , Ca. Is it a Sulcata? Does it look ok? She isn't sure what to do with it yet.

is that food safe for it?
Russian diet is weedy leafy greens.

They can't digest sugars properly - they cause digestive and kidney problems - so fruit, tomato, bell pepper and carrot should only be fed very sparingly and very occasionally.

Corn is also high in sugars and, like peas and beans, high in protein. Corn, peas and beans should not be fed at all.

If you're going to try and track down its owner put some flyers in in the neighborhood and Facebook. I'd also recommend you not put and pics of him or say that he's a Russian. Lots of people will try to claim a free tort so just put found tortoise and such and such location and make someone describe him to you.
