outside enclousure for sulcata

If it ever gets windy,rains,too cold,ect. what kind of outdoor enclosure should I have for a sulcata tort living outdoors?

For a large one it seems most people use a shed or large dog house with CHE's and pig blankets. Some people create a tort room in their basement or garage.

Haha! Honestly, I don't really know. Just read about others using it. I'm also in the Phoenix area! As they get larger they can endure cooler weather. My friend has a small ten year old that is outside year round here.
