Moist soil good?

I have Russian tortoise ,and he is about 1 to 3 years old.(What Petco said)
Is it good to keep the substrate moist? I heard that is is very good to keep the substrate wet if your tortoise is a babe. Is Dino still a babe?

Getting the Russian at Petco means it is a WC adult not a yearling 1-3.

When you research care you want to know about adult care not hatchling or juvenile care.

I keep Russians outdoors 24/7 so I'll let someone else who keeps them inside give you details about the substrate.
