The anal scutes make it look like you have one of each, but I'm not familiar enough with the radiated tortoises to say for sure without seeing the tails too. Let's send a shout out to @coastal and @ALDABRAMAN . They both keep radiated tortoises. I think @deadheadvet vet keeps them too.

No size listed so it is only a guess.
When they are over 10" a little more predictable.
That being said, looks like male on the right and female on the left.

They are 18cm. I know it is a dificul specie to seks. Even with adults. On the pic there is a clear difference.

I'll just say this, I have scoped sexed females with anal scutes like both animals pictured. That said, males of this size can also look like those pictured, so visually its a total crap shoot guess. Your best bet, is to wait for any males to flash you which will happen around 10" in size with out scope sexing. Best of luck!
