Kentucky import law?

Have any of you heard of this Kentucky import license/fee?

I don't get it, I order live fish, invertebrates, coral etc a few times a year, and have never heard of this. I'm trying to purchase a Sulcata tortoise from a place in Arizona. I placed the order over the phone yesterday, and they called me today saying they found out about this license fee.

I'm not sure if this is the same thing, but tortoises that come from Africa have to have a clean bill of health from a vet before they can be transported across state lines. Because of some tick or another...deer fever???

I don't think its the same thing Yvonne this is a permit of transport. It states in the body of the application: This permit is invalid unless accompanied by a Certificate of Veterinary Inspection from an accredited veterinarian indicating that the wildlife being transported under this permit are free of disease (except reptiles and amphibians).
