Is my leopard tortoise big enough!?!?

Hello, I have owned a leopard tortoise for three years, I bought her when she was a hatchling, and I’m concerned that she’s not large enough for her age. I know that they all have different growth rates but mine seems to be smaller, she is currently 7 inches long, from front to back of her sternum. Please help.

Also Im pretty sure she is of the smaller sun species.
