Guys,

Need some advise. If my enclosure temp is constantly 30-32c and humidity is 80% and the uvb light is on abt 11hrs a day. Do i still need the basking light? When i on the basking lamp temp shoots up to 38c.

A 100 degree(38C) hot spot is good, I think it is important to have a high temp basking area so they can get their temp up quickly if they so desire.

I'm not sure what wild rocket is...

The weeds you listed are all native weeds in North America, so you may not be able to get those readily...you will probably have to research the edibility of some of your native weeds as alternatives to those.

Rocket are those leaves that are used in salad locally.
They are easily available in supermarket.

What is the reason that they should not be kept in pairs?
So i get a pair more to make it 4?
Hi. Torts do not need/want/like company. They'd rather be alone. Therefore if you RISK keeping them in pairs, bullying and stress is likely to begin.
