I was wondering how could I make his 40 gallon tank humid without going to the store he has a 4 month old russian tort

If he is under four inches, you might want around 50-60%. Above four inches isn't four montys old, obviuously, but it can be lower the larger the tortoise.

Cover 1/2 to 3/4 of the top of the enclosure.

Oh sorry, you can mist it, and if that isn't enough, pouring water on tge substrate and mixing it around.

Where are you and why do you want it humid for a russian? How humid is it, and how humid do you want to go? Usually, in a typical house, slightly damp substrate and a humid hide will work well for a russian.
