Yep, you are going to have a hard time keeping humidity with an open enclosure like you have.

The only way I see making that cage work is to add plexiglass to the sides and cover the top.

Hi, welcome to the forum!
Okay, so I don't mean to sound all awful first off, but I'm seeing some issues here! Do all those tortoises live together? I see 2 sulcata's, 2 redfoots, and 2 leopards. If they do, it's a nono. They have VERY different care needs! Plus, if they all live together, it's too small for them all (I apologize if hey don't, it just looks like it!) I'm not seeing a water dish. Yes, your substrate is very dry. Try pouring a cup of water down into the dirt and mix it around. It should be drippy wet, but just damp. It looks like they are outside, and that does not look predator proofed! Even a stray dog will reach down in and grab one!

Hi Yellow Turtle01, yes they all live together, I will separate them right away, and my apartment is upstairs so I dont worry much about dogs, but cats maybe. I will keep that in mind. Thanks again.

It depends on the plant (some are toxic), Some people add fake plants :)

Live plants can work well for humidity! I find them a little difficult to grow, though...
I'm sorry!, I just realized something else, do they have a heat bulb? Or UVB? UVB is necessary to the highest degree. I wouldn't worry about cats, I have 7 and they don't bother much with my turtles/torts :D
Here is the sulcata challenge from the Turtle Rescue Of Long Island- http://www.turtlerescues.com/sulcata_challenge.htm
If I may ask, how long have you had these guys? They look like little babies still :)

I believe it expands a lot. I'd buy one, and see how many more you would need (if one was not enough :) ).
