Does it make a sound or any bubbles from the nostrils?

That sounds like normal breathing.

If its excessive, and if the tortoises is doing this heavily while at rest, it could be the start of a RI.

Tortoises don't have diaphragms like people do. The head and legs bobbing slightly while breathing is normal because of a tissue like pseudodiaphragm attached to their legs.
