I’m new to AZ and have a walled in area that could be used for a Tortoise enclosure. Been studying up on making a hide and burrow… which I think I can work out. Once I’m set I’ll try for a desert tortoise rescue adoption.
As a back up … can anyone recommend
a small Tortoise which can do well in an outdoor situation in AZ … hot Phoenix area.
Thank you!!

With the proper shelter, any of the Testudo species should do well there. Russians are particularly hardy and they come from a very harsh environment in the wild.

Check this out and look for the temperate species care sheet near the bottom:

Just remember - don't mix species, and tortoises don't do well in pairs.
