Do I need a certificate?

I have been offered a hermanns hatchling for free as it has no paperwork or microchip. I am not looking for a tortoise to breed with or sell so does it matter that it doesn't have the paperwork? Also can I apply for the paperwork at a later date?

Thanks. Everything I've read says it needs a certificate but just if they are being SOLD, whereas this will be a gift?
