A newbie needing help with identification

Hi all! I'm new to turtle owning but we found this turtle in the road and she was injured so we helped her out and I fell in love. So I have two questions:
1) can anyone please tell me what kind of turtle she is?
2) can anyone tell me if her mouth is supposed to be like that?

There's definitely something wrong with his beak. it's off-center. maybe a broken jaw? Don't know when it could have happened. might be recent. .needs to see a vet. He looks dehydrated. His skin is very flaky and dry. If you put an inch and a half or so warm water in the kitchen sink or in a tub and then put him in it and get him good and wet, pour water over him. that'll help.

russian, needs daily soaks in water, access to water, bananas to recoup is a good source and avacados, until she is back in shape along with other greens of course, i have three now, they are cute :)
