The scute of my 78 year old spur thighed tortoise has come off. I've treated with betadine but wondered what else can I do?

I've read about requirements of Sulcata and have added dry grass hay but he doesn't seem interested. I'm sure this question has been asked lots of times but it is the dry hay that one gives the tortoise is it?

I know that the Sulcata needs a diet rich in dry hay. Is this true of Indian Star tortoise?

I know both of these are Spur-thighed but which subspecies please. They are each around 60 years of age and the female weighs 3.5kg Thanks
