Is it normal for my Russian/horsefield tortoise to have some dry skin around the eyes?? He always has plenty of water in his dish! Should I be worried??

I read that you should give a tortoise ( Russian/ horsefield) a lukewarm bath that is up to the bottom of their shell 2-3 times a week hope this helps
