1. Why does my tortoise keep trying to escape?!

I'm getting my tortoise tommarow so I decided to heat up his little home for him tonight. I put on his bulb and left it for an hour. It didn't heat up anything! The warmth only goes off a half an inch from the bulb. it says its a desert terrarium lamp..
I thought desserts were...ya know...warm.
I'm going to be getting my first tortoise in a few days. I just want to know how I should introduce him into his new home. Should I soak him first? Give food? I dunno..
I have the means to care for both. And I loved both the little guys (or girls hur hur).
