I try to soak him once a day and mist his enclosure lightly daily. He often times worries me as he doesn't seem much active and often has his eyes half open as he does in the pictures. They don't appear puffy they sometimes just look watery. He is always eager to eat in the mornings and is walking around his enclosure looking for food.

Alot of times he kinda throws himself under his basking light and just lays there there for a good minute. Should I be considered that he doesn't appear much active or alert? Is this normal baby tort behavior?

I also don't know if the color of his neck says anything but it is very light, should I be concerned?

I would say it's more on the dry side. It's much more damp under the first layer. Should I dampen it much more?

The always asked question: what type of bulb are you using? It seems odd that his eyes aren't open all the way.

I think your substrate is too dry, and the light is too bright. Place some plants, either real or fake, around under the light to diffuse the brightness. Pour a whole pitcher full of water over the substrate then mix it up with your hand then pat it down. I have to add another whole pitcher of water at least once a week. Misting doesn't do it. The fine mist evaporates before it does any good.

TWO BULBS??????? The Zoo Med bulb is all you need during the day. It provides heat and UVB all in one bulb. Two 100 watt bulbs is way too much brightness for that little baby.

I mix water into his home every day but your right it does evaporate quickly. Do you know of any plants that can survive the heat?

It's not the heat, it's being indoors. Not many plants live very long in an indoor situation. Just buy small plants and get more than you need so that when the first batch starts looking bad you can trade off.
