Russian hibernating?

I have a little Russian and s/he has been just sitting there under its water dish for awhile I was wondering if I should keep taking him out to feed him because all my tortoises come out to be feed on big plastic things on the ground one for each. Am I disputing him should I stop feeding him intill spring?

I would then insist on the tort remaining awake (as much as possible)..if he is lingering in a cool dark spot but the heat lights and such are on...then if it were me I would drag his but out into the warmth a few times a day at least....I would also continue to run the lights/heat source as usual and I would offer up warm water soaks at least once a day....if he is use to going down for the winter then you have a task at hand...but since he is so new to his new environment I would keep him as awake as possible...
