New ceramic heater

I bought a ceramic heater and thermostat and the temperatures don't seem to be as high .. Right under the heater it says it's 90 degrees but the tortoise has been staying under it continuously and never did that when there was a heat bulb ... Does anyone have a suggestion for the overall temp of the entire enclosure and a safe temp for under the heater

Where did you put the probe for the thermostat? What temperature is the thermostat set for? Is the thermostat the same height as your old light? The ceramic heaters usually produce a lot more heat than a bulb.
You do want your cage warmer so the tortoise doesn't sit under the heater emitter all the time.

You may have to lower the heat emitter and cover the habitat.

The habitat is completely covered - the heaters in the same spot as the bulb too
