I think my greek Duante is sick

Over the last 2 months my tortoise has lost energy. I have had him for 2yrs now. His always been active, even in the winter.
Now his hardly walking now. He cant even make it 5 inchs without stopping. His barely eating. Sleeping all the time.
I think it might be the new bedding. Does any body have any idea besides chaging the bedding to help him?
