Hibernation, soft shell, white spots

My baby red foot tortoise (I’m guessing younger than a year) is currently very sluggish. I have never owned a tortoise and I don’t know what to do. It doesn’t eat very much at all I have him on a diet of Romain lettuce, tomatoes, tortoise diet. When I bought him he had white spots along the bottom portion of his shell and is very soft. Lately he has not been eating any of the foods he enjoyed at one time. He now stays in the same spot in his enclosure. My questions are what can I do to help him eat more and be more lively?

I currently do not have a close chamber controlled by a thermostat. I have an open container with a heat lamp that keeps the basking area at about 75-80 F. I have a humidifier to keep humidity up.
