The soaking dish that I use for my tortoise is one of those Terra Cotta planter bases that you can find at any garden center. Just be sure to change it daily, more so if it gets dirty.
I just use regular organic soil for mine, I don't know exactly what perlite is, but if it's already in the soil, i'm pretty sure it'll be fine.
