I’m unsure of the flowers species, but is this safe for red foots to eat? Have a bunch of them around so would be perfect if so. Thanks.

To me it seems to be a firewheel (Gaillardia pulchella), which is found in Gopher tortoises natural habitat and is safe for them. There are some mixed info on this plant though. This thread is a good example: https://tortoiseforum.org/threads/gaillardia.166699/

Appareantly plants in the sunflower family are known to suck nitrates from the soil and therefore should only be fed in moderation (or at all, depending on the soil). https://www.thetortoisetable.org.uk/plant-database/viewplants/?plant=367
