Is it possibly a turtle? Not from that photo.
And it's the only photo.
We can rule out Russian. Redfoot, Yellowfoot and Sulcata.
I wonder if it's a desert tortoise or another type of Gopherus
yeah its with animal control in Lancaster, I assume if its a CDT they will contact CTTC...My best guess is pond turtle, but I need to see more. Illegal to have, protected by law.

The European pond turtle has legs like that.To me, the front legs look spiny like a terrestrial tortoise.
So what will they do with it?I'm positive it's a pond turtle - Actinemys marmorata. Illegal to have and no permits issued
Not Euro, Pacific or Western pond turtleOh good! When you said "European pond turtle" earlier I thought maybe it was invasive. Hope they listen to you @Yvonne G !
I also saw this one, I thought this might be a desert box turtle?:

Not Euro, Pacific or Western pond turtle
Its no longer on the website, so hopefully whatever info you gave them helpedI let them know via email. Since no one is allowed to have them I doubt they'd give it to CTTC. Best thing would be return it to the closest waterway where it was found. When I was in rescue I had an M.O.U. with Fish and Wildlife and I was allowed to release pond turtles in certain water areas of our foothills.
