I recenly replaced cypress mulch as bedding in my 2 months old baby's indoor enclosure but I noticed that the mulch pieces sometimes get into his food/veg. What happens if he accidentally swallow some of it. Will he get chocked?

it should pass thru. but you should try to limit how much gets stuck on the food. feed him on a clean flat surface, like a slate rock.
be sure he gets plenty of warm soaks to keep him good and hydrated as well.

Yes any and all substrates may be eaten and then they all can cause problems on the way down and going out. :( The key pretty much is like was said above, keep your tortoises hydrated and eating, so everything moves as quickly and smoothly thru as possible. Most commonly, it all works out fine, so relax just a little bit. Do, as you would any how, keep an eye out to be sure he remains active, eating, and having bowel movements.
