White spot on head

My African side neck turtle has a white spot on his head. It doesnt look fuzzy. He doeant seem to want to bask for about a week now. Since the last time I cleaned the tank. I used vinegar to help clean it and washed it well after to make sure it's all out. Hes also in a tank with another side neck. I got them both about a month ago and they were in the same tank at the store. Is he just shedding or whats going on.

Is it possible the other turtle bit this one in the head? It looks like it could be a wound from what I can tell from your photo. Maybe the other one is bullying this guy and bit him.
