White areas on baby sulcata?

So I recently upgraded my baby sully's enclosure according to some of your recommendations. I'm regulating his heat and humidity, put him in a much larger enclosure than before, I'm providing a humid hide, plenty of shady areas and a basking area that's always between 97-100 degrees. I soak him 3 times a week and he seems to love it. Hes very active, eats regularly, and overall seems like a happy/healthy baby tortoise. Over the last week I've been noticing some white areas between the scales on his front legs, and on his plastron. I do keep small pieces of cuttlebone in his dish so I've considered that it could be him rubbing up on that, but it keeps coming back even after soaking. I'm becoming pretty worried..eyes and nose are clear btw. I'm thinking he might be a little dehydrated..I'm using cocoa noir and moss to regulate humidity as well

Just looks like hard water deposits to me. You can gently try to scrub it off with a toothbrush.
