When can I put my Indian Star tortoise outside?

Hi I recently bough a baby to juvenile Indian star tortoise from a breeder in the U.S. and I built him/her an outdoor pen with some grass seed, dandelion seed, lambs lettuce seed, and dahlia seeds. I live in Long Island, New York and I wanted to know when I can put him/her outside in the pen for the spring and summer?

I would put the animal put when when temps dont fall below mid 70s. However you can put him outside during the day when temps are nice enough. Full time day and night though. I would wait until temps are suitable and not give the likelihood of possibly causing an URI.
