What’s this for my Sulcata

Today I found my Sulcata stood up with butt’s up and looked he/she wanted to poo pop. And then this thing came out. He hasn’t pooped for several days and I am not sure if this problem impacted his poopoo.

I searched online. Some articles say this should be his penis which means he is a male. Some articles say this might be some disease like rectal prolapse

When young male tortoises get to the same stage in life as adolescent human males, they discover their penis and take it out occasionally to play with it. It's nothing to worry about and they stop eventually.
