It looks like herpes to me. When a tortoise gets the disease, they can never be housed with another. Do you have him by himself??

I googled for it, and couldn't find any pictures. What sort of bedding is he on? Ever been in contact with other torts? Was he housed with any other species at an expo or something? Can you get a real closeup picture?

What kind of bedding is he on? Sand? Maybe his cloaca is irriated by the bedding. Can you post a habitat picture?

What's his substrate? Temps? Daily diet?

When did the growths first appear.

i just noticed them today... but i cant say i look in that area often. would anyone recommend putting a small amount of antibiotic cream? im going to head to pet store to grab a different substrate that wont irritate or dirty him up... maybe some bark for a little bit until it clears up????

That is the strangest-looking plastron I've ever seen on a leopard. It looks like there's a band placed on the tortoise, front to back, then across from back leg to back leg??? My leopards don't have that "cross" on their plastron.

As for the tumor, I've never seen it before. If it were me, I would take the tortoise to the vet for a biopsy. If it IS herpes, you might lose all your tortoises to it.

That needs to be seen by a good tortoise vet. Hard to tell over the internet with just a picture in this case.
You could use an antibiotic ointment on it until you can get to a vet.

I don't know about the growths but I do notice there's is no hide in the habitat or rocks to climb on and other stuff to amuse him

By chance you need a vet we now have a list on the front page of Tortoise Forum with a lot of vets listed in different areas. Good luck. :)
