I have three small turtles in a 55 gallon tank with a fluval filter... the water gets cloudy & smelly very quickly, even after I do a complete water change & clean the filter...

Is there something else I can do?

Hi,
Everytime you clean the filter you destroy all the bacteria that have built up to clean the water, thats why it's getting cloudy. Never clean your filter, just rinse it out. Try not to do water changes at the same time you rinse the filter.
You also might want to feed your turtles in a smaller container, than put them back in the tank.
You also might need a bigger filter. When you get a filter for a turtle tank you should go double the size of the filter recommended for a tank with fish in it.

You already got the main reasons, about the only additional one is sometimes what your feeding also will cause the tank to get dirty faster. Also try just doing partial water changes, like 1/3 at a time. Often totally new water will go cloudy.
