Turtle white spots on shell

Does anybody know what this is, temps are all right. It doesn’t smell, the shells still hard they both appear to be healthy. I tried cider vinegar, white vinegar. Nothing seems to be working. DBBB85B1-ED1D-415F-8304-E0C78D830725.jpeg

Looks to me like the beginning of the scutes loosening to shed. Cooters scutes will look like that and the whole top layer of keratin of the scute will eventually lift off. Does not look like she’ll rot

Thankyou so much is there anything I can do to help them with this process as it’s been a long time they have had these

I have them in a proper set up been really stressed not knowing what it is
