Torts in Tennessee?

I have a friend thinking about taking a job transfer to TN and she has a few tortoises. Everything we have found states that keeping/selling turtles and tortoises in TN is illegal. I know there are TN tort keepers out there though. Is there a grandfather clause to the law or something? Any help would be greatly appreciated so she can make a decision soon as to whether or not to take the new job.

i have torts in tn and have heard that it's illegal for pet stores to sell them but you can have them.i have never really thought about it dhl will ship them vets will treat them so figured it was ok.
