Tortoise Shedding?

My baby red-foot, Auggie, seems to have some dead skin around the area or his neck foreskin and head. He tries to scratch it off using the back of his shell but has a really hard time because of the placement. Can a take a q-tip and help him out? And is this a sign that he's growing?

I would let it fall off naturally. I would be afraid to damage new skin if I pulled a pc that was still attached. Is he kept nice and humid? Too dry conditions can be a factor
