Thoughts on the condition of this tortoise's tummy

This guy was found under a car in a parking lot and brought to my house as I have an enclosed backyard. He's been with me over a week and I never thought to look at the condition of his underbelly. Frankly, I'm horrified!! Thoughts or any insight as to his overall condition would be appreciated.

That's no big deal. It's old and healed. And I was right about the species - Manouria emys emys. Probably female and about 10 years old. Will be getting bigger.
