That is a full grown Russian. He doesn't need a humid environment. All he needs is a waterer and maybe a good soak every couple of weeks.

His beak is starting to get overgrown, so he'll need to be fed on a rough surface. I feed my tortoises on those rectangular stepping stones. I believe the official name for them is masonry caps. You can break one in half to better fit the habitat.

Ditto the above.

Use untreated garden soil or organic topsoil (home supply stores) as substrate, at least 4" deep. Just mix in water weekly or so to keep the under layers moist. Don't worry about humidity otherwise.
A bin is better than an aquarium.
There are some nice pictures of indoor enclosures made from two 50 gal rubbermaid bins hooked together with a doorway.
Eventually work on an outside enclosure, even if just during the day. That is where they are happiest.
