I was wondering if anyone out there can answer my question for me?

I have a 5 year old African Sulcata Tortoise and he is just amazing, but because I live in Maryland and it gets cold. I have him indoors all day until the weather changes. I was told if the temperature is 65 and above he can go outside as long as the ground is not too cold. It has been really weird here the past couple of weeks and he has been able to go outside for a couple of hours at least with the sunshine. My question I have now is today it is 72 degrees and there has been no rain so we are like living very dry these days. I was told if it is was windy that he should not be going outside. I need to know if this is true and if I can put him outside if it is windy. Your help in this matter would be greatly appreciated..
