I live in Mumbai where generally humidity is high around 65 to 85 percent
now in monsoons it is 83 percent regularly
I have provided coir and soil 50 50 as substrate and is quite moist
it is not soggy just moist to the touch and falls apart easily
what else can I do
their enclosure is open top

It may be very humid where you live, however, in an enclosure with lights and heat shining down on the tortoise, it's not that humid. So I'd wet the substrate, then pat it down with your hand to make it less messy. If the tortoise is quite young, you want the humidity up in the enclosure all the time. An older tortoise doesn't require all that much humidity, so it can dry out a bit in there. Have you had a chance to read out care sheet? I'll link it for you:
