At what size is big enough for a female leopard tortoise to breed?

It is difficult to say because it depends on physical size and maturity. I have heard of some around 5 years and about 9 inches laying eggs, and I also know of one that is 3 years, 12+ inches laying eggs. I'd say probably over 8 inches or more to even consider breeding.
