Should we be soaking our tortoise indoors or outdoor?

We just got our sulcata and since he is only a month old we will be soaking him everyday for around 10 mins. Is that correct? We were also wondering whether we soak the tortoises indoors or outdoors? I was thinking that it would be easier for us and for them if we would do it indoors. Please help if you can

I prefer to soak my tortoise outside in a concrete mixing tub for about 30 minutes 4-5 times a week. I leave half of the tub in the shade and the other half in the sun. It really doesn't matter where you soak him but some natural UVB is nice.
