Shell rot?

I'm really worried this may be be beginning signs of shell rot for my Percy and would like to know if it's worth a vet trip or not as the black marks on his bottom shell weren't there when he was given to me. He's my first tortoise so am still learning ! He's just turned a year old and weighs 60 grams.
