Does anyone know what can be done ? Can I actually report this to the police ?

Kitboga did a fun video about buying puppies online (his schtick is that he calls up scammers and pranks them).

Sometimes there are people stateside that receive money, so it's worth trying to report them. Obviously report them to social media sites, and look up government sites for online scams (always ends in .gov). Likely they are overseas and nothing can be done but keep spreading their name around the internet so other people aren't scammed.

They ask for 'friends or family' because PayPal will usually not pursue or refund these purchases.

They don’t realize how actually small tortoise community is. Especially Dash is such a specific tortoise. Dash got chewed up by a dog and has a very specific, deformed shell.
I will contact Facebook, PayPal and report the phone number etc.

Hello,
Just wanted to post an alert for people about scam on Facebook.
They are called Lovely Tortoise.
They are responding to messages.
I talk to Dashes owner via Instagram.

They are aware of this but we want to spread the word to alarm people.
How did you find out who dash's owner was? Linking that to a scam?
That's a good call. Just wondering out you put that puzzle together.
Were you interested at first?

If you already sent them money they got the 150$ they want. And because it is a “gift” not service payment they won’t have to return it.
It is just sad that there is really no way to control any of this.
They called me a few times and ended up with them saying f you to me.
I have a few friends working for fb I will ask to remove the page etc.

I meant, once you give your money id assume they would give a confirmation and that you would recieve the tortoise. What do they do when you don't recieve you animal?

The scammer disappears under a different name and gets away with it. Paypal isn't responsible for people falling for a scam, it's even in the fine print. They may put in a report, but they don't actually pursue it and they won't refund you because then PayPal would lose money.

This is how awful it is - sometimes scammers will drag out a gullible person for even more money. The person will ask where their animal is and the seller will come up with excuses like "the airline is requiring a fee for live animal handling, you need to send another $200 right away." And of course those people will do it because they are really looking forward to their new pet.

This happened to me in the past if you sent it PayPal Frends and family just keep opening disputes until eather he gives your money back or PayPal does it worked for me if you dispute it it freezes the payment in the scammer account when you open the dispute use authorized purchase or dispute it through the credit card company if you payed through a credit card

The first problem is that they don’t have the tortoise. This specific tortoise belongs to someone I virtually know. So the scammer just lies about everything.

Just go to PayPal open a dispute say that it was not you who made the payment and keep doing that until Paypal gives you your money back works every time

I don’t get it either. Really?! Fake tortoise sales!!? But can we ever really understand a criminals mind? Makes me want to get a FB account so I can just mess with them back!

That's what I do. Pay through a credit card online. Also I also use friends and family. If you don't dispute it PayPal doesn't know a scammer has an account with them.?
