I’m having an indoor enclosure/table built and was wondering what are safe materials to use? What type of wood and finish(if any) are safe to house my Marginated tortoise in

You might want to look into PVC. I’ve had bad experience using wood, even using pond liner to help with wood rot, and I had to get rid of it.
Best material to use is expanded PVC sheets. It comes in 4x8 for sheets, just like plywood, but its impervious to moisture and wetness.
Alternatively, you can use regular plywood and 2x4s from any hardware store. Then the challenge is to find a coating that will protect the wood. I've only found two things. Non toxic boat paint, or Pond Shield.
