    Does it go back in ok? I have 2 yearling males that flash every now and then but it looks nothing like that. A typical tort penis has a thin “spike” like tip and a sort of sucker thing.

    That looks like a female, not a male. When "interior parts" of a female tortoise come out it usually means excessive straining by the tortoise. . . egg bound, parasites, constipated, etc. She needs to see a vet and maybe have an x-ray.
